OECD Top 20 recommendations for motorcycle safety

The International Transport Forum of the Organisation for Economic Co-Operation and Development (OECD) held in Lillehammer in June 2008 identified 20 priorities for improving motorcycle safety.

Framework Regulation

The European Commission issues a proposal for new regulation on type-approval of two- and three- wheel motor vehicles and quadricycles. The proposal has three pillars: simplification of the legislation (better regulation), new emission standards and new safety measures.

Guardrails

Most guardrail systems are not designed to offer protection to motorcyclists: exposed edges and support beams can cause lethal injuries to a rider who falls and slides on the road surface. FEMA is engaged in a campaign to implement a new, safer guardrail standard on European roads.

European Road Safety Action Programme

With the 2003-2010 Action Programme coming to an end, the European Commission prepares a new plan of action for the decade 2011-2020. The objective: save more lives on the roads with actions at European level.

Periodical inspections

The requirement for a motorcycle to be in good condition and to comply with relevant technical regulations, so that it can be safely used on public roads, is not questioned. However, the need of adopting an EU harmonised inspection policy for motorcycles remains disputed. FEMA believes that the decision to implement periodical inspections for motorcycles should remain at national level to adapt to the specific needs of the different fleets.

FEMA is actively involved in the field of motorcycle research, in partnership with European universities, companies and transport research centres. Fields of study cover rider and driver behaviour, advanced protection systems, intelligent vehicle technology and innovative crash barrier designs.
